99 + Tax Recovery

Keeps any 99 + Tax vault running if the 99 + Tax site is gone. This page is one file on IPFS. It talks only to an X1 RPC, IPFS gateways and your wallet, and the program decides every amount: whoever runs it can't take anything.

Anyone: run the vaultCollect the tax, sell it, add liquidity, pay the creator reward and pay holders from the published list. You earn the crank reward.
Creator, after 7 days: appointIf no rewards list is published for 7 days, the token's creator appoints a new publisher.
Anyone, after 30 days: fallbackIf still no list, running the vault pays holders their share of everything funded, from the last list.

This page can't publish new rewards lists (that needs a holder snapshot and an IPFS upload). The appointed publisher does that with scripts/crank.ts --publisher from the open-source repo; until then, fallback payouts keep holders paid.
